Classes are defined by the CDL :

Class A: 16.400 >= CDL > 11.590

Class B: 11.590 >= CDL > 9.770

Class C: 9.770 >= CDL > 8.000

(30 from one country per class)

The Class Division Length, coupling a speed (or a handicap in sec/mi) and a length, is addressing the problem of mixing handicap and dimensions of boats returning more homogenous classes in terms of dimensions and speed.
